On March 9, 2005, the then Prime Minister Dr. Manmohan Singh constituted a High Level Committee to prepare a report on the social, economic and educational status of the Muslim community of India.
The 7-member committee was headed by Justice Rajender Sachar. On 17 November, 2006, the committee submitted its report to the government. The Sachar Report was the most comprehensive study on backwardness of Muslims in India. It made over 175 major findings or observations. It also made 27 major recommendations.
While accepting the report, UPA Government introduced PM’s New 15-Point programme and other schemes to implement the same.
